Moderation Legislation

Moderation of expert workshops and policy discussions

The Institute for Conflict Management supports GermanZero in the development of a 1.5 degree legislative package by moderating expert workshops, stakeholder dialogues and policy discussions. As a non-partisan initiative, GermanZero has developed a 1.5 degree legislative package in collaboration with science, law and the public, which is intended to provide the basis for making Germany climate-neutral by 2035 in a fair, effective and predictable way.

The legislative package was developed bottom-up as a collection of sector-specific regulatory options. The regulatory options it contains are interlinked and divided into primary, secondary and tertiary options – anyone who rejects individual regulations must propose other regulations with the same climate impact in order to maintain the balance sheet target of the measures.

Moderated workshops with experts and stakeholders from science, industry and consumer protection were a central component of the legislative development process. The aim was to obtain critical feedback on draft standard texts, on the basis of which the recommendations to the legislator were refined and finalised. Before the package was handed over to political decision-makers in autumn 2021, GermanZero offered politicians the opportunity to position themselves on climate-related issues at public climate election panels.

Felix Wendenburg acted for IKM as a moderator of workshops, dialogues, policy discussions and climate election podiums, including with direct candidates for the Bundestag in Berlin-Mitte (23 August 2021), in the Rhein-Sieg district (26 August 2021) and in Bonn (2 September 2021).
